Mayor Soyer is a lawyer by education. As the Mayor of a historically major port city in the Mediterranean, he attributes significance to international collaboration. In his Mayorship, İzmir became a full member of ARLEM, representing MedCities and a permanent member of U20. He is a Global Executive Committee member of ICLEI and UCLG. He is a Bureau member in the Congress of Local and Regional Authorities of the CoE.
